The Asian Development Bank (ADB) through its technical assistance on Supporting the Implementation of Climate Change Operational Framework 2017–2030 called ‘NDC Advance’ is providing support to the Government of Papua New Guinea. NDC Advance’s main agenda is to strengthen the Developing Member Countries in developing viable plans, programs and investments for both mitigation and adaptation, establishing financing mechanisms, and developing monitoring and evaluation mechanisms on their NDCs. Melanie Hobson has been working with ADB since 2019 and under this TA has been providing Monitoring, Reporting and Verification (MRV) expertise to a range of countries.
Papua New Guinea (PNG) faces a challenging mix of development and climate change issues. It is exposed to increasing mean air and sea surface temperatures and more intense and prolonged drought and flood events. Climate change-driven weather events, storm surges and sea-level rise put parts of the population at risk of falling back into poverty or failing to rise out of it, and further exacerbates social issues such as gender inequality. PNG is a member of the Vulnerable Twenty (V20) group and ranked 173rd out of 181 countries globally for its vulnerability and readiness to climate change challenges.
A capacity building workshop to enhance the capacity of key government departments of PNG was organised by ADB in October 2023. The objectives of the training workshops were to impart awareness, knowledge, and skills to participants about the fundamentals of climate risk and vulnerability assessment, results-based monitoring and evaluation (RBM&E), measurement, reporting and verification (MRV) and how it can be used to establish indicators and track PNG’s progress and achievements associated with its Nationally Determined Contribution (NDC). In addition, training on how to compile a greenhouse gas (GHG) inventory using presentations and practical exercises was provided.
