The portal enables Luxembourg to generate the export files needed for reporting under the EU Monitoring Mechanism Regulation (MMR), as well as providing an important tool within Luxembourg’s national system on Policies and Measures and Projections (MMR Articles 12 and 13). In addition, the portal can facilitate reporting under Article 13 of the Paris Agreement and in the provision of information for Biennial Reports, National Communications and Nationally Determined Contributions.
As a Member State of the European Union (EU) and an Annex I Party to the United Nations Framework Convention on Climate Change (UNFCCC), Luxembourg has legal reporting requirements concerning climate change policies and measures (PaMs).
The challenge was to develop an online system that improved the quality and management of data related to Luxembourg’s climate PaMs, while at the same time increases stakeholder engagement and reduces the workload for involved officials. The project was developed to enhance institutional memory and ensure a transparent flow of information through standardised approaches to calculate impacts.
The online portal was developed in collaboration with local stakeholders, including the Ministry of Sustainable Development and Infrastructure in Luxembourg. Data for the Portal was supplemented through stakeholder engagement exercises running in parallel with the project, where engagement with sector experts and stakeholders enabled previously unreported PaMs to be identified.
Aether also developed approaches and methodologies for estimating the ex-ante and ex-post impacts of the climate actions. The online portal provides a central point for stakeholder engagement and keeps the list of actions and their associated impacts available to view and update. The system’s workplans support the organisation of data gathering and reporting activities aligned with reporting requirements.
The online portal now serves as a central registry of Luxembourg’s climate actions. It contains associated background information, calculation files, ex-post and ex-ante impacts, costs and indicators.
The Portal was successfully used for Luxembourg’s PaMs reporting to the EU MMR and to develop Luxembourg’s 7th National Communication and 3rd Biennial Report. The outputs included the elaboration and estimation of the impacts (ex-ante and ex-post) of several climate actions and a prioritised list of climate actions in line for future elaboration.
The portal provides direct stakeholder engagement opportunities with access to edit contents, provision of templates, guidance and relevant training. Going forward, there are opportunities to expand the portal to include non-climate mitigation elements such as air quality, co-benefits and climate adaptation.

SLCFs - such as black carbon, and other ozone precursors play a critical role in climate change and air quality. The new methodology report will provide essential guidance for countries to improve their emissions inventories and strengthen climate action.

The Aether team is supporting reviews of air pollutant and greenhouse gas inventories for several European countries, including under the NECD, ESR, and LULUCF regulations.
